Fixed and mobile power plants during a long-lasting emergency

Background/Overview

After several years of a sharp reduction of investment in the utilities sector because of a long-lasting tariff freeze, the energy crisis ensued in Argentina. At the beginning it affected mainly the interior of the country, causing both, bad quality energy distribution and widespread power shortages.

Because of this and the proximity of the upcoming peak seasons, the energy authorities instructed ENARSA (a state-owned company for the generation, transmission and trade of electricity), to launch a tendering process in order to contract private companies who could supply temporary baseload power to meet the increasing demand. To add additional power to the Argentine Interconnection System (SADI), ENARSA needed to partner with experienced companies to provide fixed and mobile temporary thermal plants throughout the country.

Years later, ENARSA was instructed to yield directly all contracts to CAMMESA, the state company that rules the dispatch of electric charges and the wholesale electricity market.
